Three of my colleagues joined our meeting in the conference room. We started by identifying the procedure. My first colleague began to explain, after having investigated a bit, with the help of my client&#039;s lawyer: &quot;The apartments belong to ICRAL, a State&#039;s organization responsible for properties being built and given to people with low incomes*. We need to find if any of the owners has bought the apartment, by paying ICRAL. The rest of them have the right to buy it, but probably they didn&#039;t do it so far and they prefer to rent it with a minimal price.\n<\/p>\n<p style=\"text-align: justify\">\n\t<!--more-->\n<\/p>\n<p style=\"text-align: justify\">\n\tWhat we need to do is to buy the rights and the apartments, if any of them bought them, in order to become the owners of all seven. Then we will apply to ICRAL, asking to obtain the ownership of the land as well. After we will apply for an authorization of demolition, where we will ask new urbanistic parameters and a PUZ will follow. We will end up having an excellent corner property with new parameters and very good location&quot;. &quot;And why are we so sure that ICRAL would like to sell to us the rights of the land?&quot; &quot;They will have to, as we will be the owners of the apartments&quot;. &quot;Never mind, we will ask the lawyer about this, I have my doubts. So, the message is clear: If we really need to buy, we need to sign these contracts simultaneously, eitherwise we will get blocked and probably blackmailed&quot;.\n<\/p>\n<p style=\"text-align: justify\">\n\t(* quoting his words)\n<\/p>\n<p style=\"text-align: justify\">\n\t<strong>&#8230;&quot;targets&quot;&#8230;<\/strong>\n<\/p>\n<p style=\"text-align: justify\">\n\t&quot;Who are the inhabitants of this block? Did you get some feedback?&quot; Another colleague of mine was ready to reply: &quot;An old guy, 2 single men, gypsies, and 4 poor families&quot;. &quot;Since when do they live there?&quot; &quot;Long enough, at least since 4 &#8211; 5 years, as I have found out.\n<\/p>\n<p style=\"text-align: justify\">\n\t<strong>&#8230;budget&#8230;<\/strong>\n<\/p>\n<p style=\"text-align: justify\">\n\t&quot;How much does it cost a 2 room apartment in the area?&quot; &quot;About 30.000 &#8211; 35.000 Euro&quot; the third colleague of mine replied and presented to the rest of us the offers she had collected. &quot;Yes, but probably this is a property with standards of 3<sup>rd<\/sup> category, I doubt if ICRAL built them as the apartments of 1<sup>st<\/sup> category&quot;. &quot;Yes, you are right, but try to explain this to the owners&#8230;&quot; I asked them to prepare reports for all these and the rest of our meeting. Then I forwarded them to my client.\n<\/p>\n<p style=\"text-align: justify\">\n\t<strong>Client&#039;s approval<\/strong>\n<\/p>\n<p style=\"text-align: justify\">\n\t&quot;Finally you have something for me, you lazy Greek&quot; my client replied on the phone. &quot;But you are Greek too&quot; I complained. &quot;I am, but you live in Romania, so its normal for me to criticize you, as Romanians do as well. No?&quot; My silence made him continue: &quot;Ok, please illuminate me, what is your strategy?&quot; &quot;My approach is to propose to the owners to change their apartment with a similar one in their area, but from 1<sup>st<\/sup> category. In worst case scenario to include some cash as well&quot;. &quot;Give me a budget&quot;. &quot;Let us say from 250.000 to 300.000 Euro, in order to be sure&quot;. &quot;It is too much&quot;. &quot;We need it&quot;. &quot;Ok, but don&#039;t make me lose my money, I will become very upset on you&quot;. &quot;Did you ever lose so far?&quot; &quot;No, but it can always be the first time for something&quot;.\n<\/p>\n<p style=\"text-align: justify\">\n\t<strong>Loudly&#8230; quiet<\/strong>\n<\/p>\n<p style=\"text-align: justify\">\n\tI sent a colleague of mine to talk to the people, starting with two of the families. My order to him was to be quiet, not to provoke them in any way. But it was useless. Once he entered in the block, they started asking him questions and he &quot;was forced to say the reason of his visit&quot; (as he claimed after). He told them that he wanted to buy an apartment for himself and asked for prices.\n<\/p>\n<p style=\"text-align: justify\">\n\tThe first price he received was 25.000 Euro. So he found it wise to communicate it to the second person he met. This one said that his price was 30.000 Euro and called another two guys who appeared and asked 35.000 Euro each, making him reconsider and ask 40.000 Euro too. In the evening my colleague received a call and he was informed that the price was 50.000 Euro for each and every one of the apartments, as everyone talked to everyone and agreed on this fixed tariff.\n<\/p>\n<p style=\"text-align: justify\">\n\t<strong>Tomorrow:<\/strong>\n<\/p>\n<ul style=\"text-align: justify\" type=\"disc\">\n<li>\n\t\t<strong>A villa in Pantelimon for an ugly two rooms apartment in the center<\/strong>\n\t<\/li>\n<li>\n\t\t<strong>&quot;I am strong, look at my muscles, I should be paid double than the old man&quot;<\/strong>\n\t<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Part 2&nbsp; to read part 1, click here to read part 3, click here Identification of procedure&#8230; I sat down on my chair.
